Added 20 September 2026. Carlito Zaplan was mayor 1995–2004, lost to Reynaldo Velasco in 2007, returned 2010–2019, and is mayor again since 2022. Jeanne Jinky Zaplan was mayor 2004–2007 and twice provincial Liga ng mga Barangay president, which gave her an ex officio seat on the Sangguniang Panlalawigan until January 2024. Three more Zaplans sit on the current council — Carlito “Noy” D. Zaplan Jr., Phyll Anthony V. Zaplan and Lloyd Jethro C. Zaplan, the Liga president — and Roger S. Zaplan was a councilor until his death in 2020; they appear in the officials roster because no source states how any of them is related to the mayor, and a shared surname or suffix is not evidence. A 2021 DILG letter recommended revoking Jinky Zaplan’s election as provincial Liga president over the conduct of that vote; no final ruling was found and she served to the end of the term. Reporting in 2007 described an “entrenched clan” of 15 years, which does not match the documented terms; the earlier period is unresearched.
