# Salceda and Arcangel of Albay: relationship audit

Reviewed 19 September 2026, prompted by 26 reader reports on Albay. The Salceda family had six people; the Arcangels of Jovellar had no record at all.

## Salceda

Jesus Salceda Sr. of Polangui fathered Joey and Jesus “Jesap” Jr. Joey was Albay governor and then its 2nd district representative until 2025, lost that year’s race for governor and joined the Marcos cabinet in July 2026 as Secretary of the Presidential Legislative Liaison Office. The next generation won in 2025: his adoptive son Juan Miguel on the provincial board, his nephew Raymond Adrian in the 3rd district and, readers report, Adrian’s brother Yan on the Ligao City council. Jesciel Richard Salceda, Polangui’s mayor, is Jesap’s son and Joey’s nephew. The Yan and Jesciel parentages rest on reader reports; the offices themselves are documented.

## Arcangel · Jovellar

Jose “Boy” N. Arcangel Jr. led Jovellar for much of the last four decades: officer-in-charge after the 1986 revolution, elected mayor in 1988, again in 2001, and unopposed once more in 2022. Jorem L. Arcangel was mayor from 2010 until he was term-limited in 2019, served as vice mayor, and won the mayoralty back in 2025; Joseph L. Arcangel, a former council topnotcher, was the unopposed mayor from 2019 and sits on the council again after 2025. Jason L. Arcangel served on the 2022–2025 council and Sonny-Boy Arcangel placed tenth for eight council seats in 2025. Readers report that the four are Jose’s sons; their shared middle initial fits, but no published source states it. Readers also name Jorem’s son Tristan Elliot as barangay-league president and a cousin, Cecilia Arcangel, as a barangay captain; neither office could be confirmed, so neither is shown.

## Corrections made

- Joey Salceda is not simply a former official: he has been Secretary of the Presidential Legislative Liaison Office since 20 July 2026, so his profile now shows a current national office alongside his lost 2025 race for governor. The post is national, so it adds nothing to Albay’s local counts.
- Jesciel Richard Salceda, Polangui’s mayor, is now linked to his father Jesap as well as to his uncle Joey, as readers pointed out.

## Basis for the new links

- Yan Salceda’s Ligao City council seat is in the 2025 results; that he is Joey’s nephew and Adrian’s brother comes from reader reports only.
- The Arcangel offices are documented by Wikipedia’s Jovellar article, the 2019 Albay election record, the 2025 results and an archived Inquirer report of Jose “Boy” Arcangel running unopposed in 2022. That Jorem, Joseph, Jason and Sonny-Boy are Jose’s sons comes from reader reports and the shared middle initial L; no published source states it.

## Leads held back

- Tristan Elliot Arcangel, reported as Jorem’s son and president of the barangay league, and Cecilia Arcangel, reported as a cousin and barangay captain of Magsaysay: neither office could be confirmed.
- Readers say Jose “Boy” Arcangel has died; no published notice was found, so no death is recorded.
- Jovellar’s mayoralty between 2022 and 2025 is credited to Jose on the strength of his unopposed 2022 candidacy; no results page for that race was found.
- No identity-verified photograph was found for Yan Salceda or any of the Arcangels.
