# Flores of Macabebe and Bondoc–Sagum of San Luis, Pampanga: relationship audit

Reviewed 19 September 2026, prompted by 25 reader reports. Before this review the Flores family listed four people with three relationships and Bondoc–Sagum four people with four relationships.

## Flores · Macabebe and Masantol

Domingo “Tatang Inggo” Flores was Macabebe’s vice mayor in the early 1950s and then its mayor for decades; the municipal district hospital carries his name. His children took over the town and its neighbour: Leonardo “Bobong” Flores is mayor, his sister Annette Flores-Balgan succeeded him earlier, and their brother Peter led Masantol. The 2022 election set the branches against each other, with Bobong beating Annette for mayor and his son Vince beating her daughter Bembong for vice mayor. Councilor Albert “Uncle Bet” Flores is reported to be another brother of the mayor and shares the family’s middle initial, but no published source states it. Readers also name Barangay Batasan chairman Edgar “Gang” Bustos Flores as a brother; his current office could not be confirmed, so he is not shown. Annette Flores-Balgan died on 3 September 2024, aged 77; COMELEC’s 2019 returns also show her as vice mayor and her daughter Bembong as the top-polling councilor of that term. The memorial plaque at Domingo Flores’s monument records his mayoralty as 1951–1980 and his death on 8 August 1980.

## Bondoc–Sagum · Pampanga’s 4th district and San Luis

Emigdio Bondoc represented Pampanga’s 4th district until his death in 1998; his son Juan Pablo “Rimpy” won the seat that year and his daughter Anna York has held it since, making the district, in Punto’s words, a family inheritance. Both are grandnephews of Senate President Gil J. Puyat through their mother, Margarita Puyat. Anna York is married to San Luis Mayor Jayson Sagum, whose uncle Roman “Mon” Sagum is the town’s vice mayor and whose first cousin Venancio “Asyong” Sagum-Macapagal, mayor from 2010, now sits on its council. Readers also report that San Luis Councilor Jerry S. Sagum is a relative and that Rimpy’s wife Paula Locsin belongs to the Locsin family of Ormoc; neither is sourced, so neither is shown.

- Mary Claire Therese “Bembong” Flores-Balgan is Annette’s daughter, who lost the 2022 vice mayoral race to her cousin Vince (Punto).
- Roman “Mon” Sagum is Mayor Jayson Sagum’s uncle and Venancio Macapagal’s uncle, and Venancio is the mayor’s first cousin; both links come from SunStar’s 2010 reporting on the San Luis race, which Venancio won.

- Edgar “Gang” Bustos Flores was added on 24 September 2026: iOrbit News (2018) names him as Annette Balgan’s brother and the barangay captains’ league president, and Punto and Rappler name him as the sibling Bobong Flores beat in the 2019 mayoral race. His current barangay post is still unconfirmed.
- Paul Flores, whom a 2012 Punto column said Peter was to hand Masantol to, does not appear in later Masantol rosters.
- San Luis Councilor Jerry S. Sagum shares the surname and the town but no source states a relationship.
- Rimpy Bondoc’s wife Paula Locsin and her Ormoc relatives (Carmelo Locsin Sr., Ma. Victoria Larrazabal-Locsin, Leo Carmelo Locsin Jr.) are reported in-laws; that link belongs to a Leyte review and is not drawn here.
