Tet (1940–2016) was the eldest of ten children of Enrique Garcia Sr. of Taal, Batangas, and Emiliana Tuason of Balanga; no office is recorded for either. He and Vicky Sandejas had five children: Albert, Anna, Gila, Joet and Francis. He was 2nd-district representative (1987–1992, 1995–2004, 2013–2016) and governor (from 1992, and 2004–2013), and died on 13 June 2016 as vice-governor-elect, and his niece Cris, eldest daughter of one of his younger brothers, replaced him as the substitute candidate; the sources do not name her father. Sibling links follow from the shared parents. Not linked for want of a stated relationship: Balanga Councilor Reanna Garcia Mendoza, Morong Vice Mayor Chermaine Garcia-Sibug and Pilar Vice Mayor Cecilia R. Garcia, whose father is a different Emmanuel Garcia. No marriage or birth link to the Roman, Payumo, Pizarro or other Bataan families was found.
