- Bulut familyFour elected Buluts hold Apayao’s governorship, lone House seat, vice-governorship and the Calanasan mayoralty, all won unopposed in 2025. Patriarch Elias K. Bulut Sr. authored the 1995 law creating the province, was its first representative and its governor from 2001 to 2010, and died as Calanasan mayor in 2015. Elias Jr. and Eleonor have swapped the governorship and the House seat since 2010; Kyle is Elias Jr.’s daughter and Shamir the youngest sibling.
